Move here important topics that were locked.
Also move here topics if they are spam or against the rules (like the case that just happened), but only one of them (You can only check someone's ip, when he's offline, by a post he makes, so saving one up might be a good idea). You may edit the content out of it, idk if it affects the ip, I wouldn't risk it though.
If the only post against the rules was in an already created topic not made by the same user, edit the content out of it, and delete every other post. OR, if he was the last post, split the topic (on the little buttons in the bottom) and move the second part here. Be sure to lock.
EDIT: The garbage button on the bottom now moves the selected topic here.
